Prezydent Litwy podpisał właśnie nową ustawę lobbingową. Definicja lobbingu i inne elementy zawarte w projekcie ustawy wywołały debatę publiczną. W pierwszym projekcie ustawy próbowano zdefiniować działalność organizacji pozarządowych realizujących interes publiczny jako lobbing. Pomysł ten został skrytykowany przez niemal całe społeczeństwo obywatelskie. Nowa ustawa nie będzie uznawać za lobbing opinii wyrażanych przez organizacje pozarządowe i osoby prywatne.
