Litewski parlament odrzucił poprawkę do konstytucji, która dawałaby obywatelom prawo do wniesienia skargi bezpośrednio do Trybunału Konstytucyjnego. Celem poprawki było zwiększenie liczby skarg, które trafiałyby bezpośrednio do Trybunału, poprzez przyznanie takiego prawa obywatelom i rzecznikowi praw obywatelskich. Posłowie, którzy głosowali przeciwko poprawce, twierdzili, że chcą zapobiec "dalszemu aktywizmowi konstytucyjnemu".
