Maksymalna kara zostanie podniesiona z 4 do lat 6. Za popełnienie tego przestępstwa w związku z nadużyciem władzy grozić będzie 8 lat. Za przestępczość zorganizowaną natomiast lat 10. W przypadki poważnych obrażeń lub śmierci ofiary, sprawca spędzi za kratkami od 15 do 18 lat.
