Lista zawiera wszystkie kwestie poruszone przez Rights International Spain w obserwacjach przedłożonych komitetowi: ograniczanie wolności słowa i zgromadzeń, opłaty sądowe, pomoc prawna, automatyczne wydalanie cudzoziemców z Ceuty i Melilli, ośrodki detencyjne dla migrantów, brak odpowiednich mechanizmów zapobiegania torturom, rozliczanie okresu zmian ustrojowych i profilowanie etniczne przez policję.
