Rada Praw Człowieka ONZ przyjęła niewiążącą rezolucję potępiającą państwa, które celowo przerywają dostęp obywateli do internetu. To część wcześniejszego stanowiska ONZ dotyczącego praw cyfrowych, o treści: "te same prawa, które posiadają osoby offline, muszą być także przestrzegane online" - w szczególności wolność słowa, którą gwarantuje Artykuł 19 Powszechnej Deklaracji Praw Człowieka. Rezolucji, którą przyjęto w wyniku consensusu, sprzeciwiły się Indie, Chiny, RPA, Rosja i Arabia Saudyjska.
