Sometime this week, the European Commission is expected to launch infringement proceedings against Poland, Hungary and the Czech Republic over their refusal to participate in the EU’s refugee relocation scheme. Member states agreed in 2015 to relocate 160,000 refugees across the EU, a decision that is legally binding. But Poland and Hungary openly oppose the scheme and haven’t taken in a single refugee between them, and the Czech Republic announced last week that is would cease taking in more asylum seekers. Only Slovakia, the fourth member of the Visegrad Group, does not face sanctions.
