Dopo gli attacchi di Parigi ad opera di Islamisti radicali, l'Unione Europea va verso un innalzamento della sua lotta contro il terrorismo. I Capi di Stato e di Governo intendono in particolare rafforzare e modernizzare le frontiere esterne dello spazio Schengen. Chiedono controlli sistematici e coordinati degli individui che rappresentano una potenziale minaccia e l'introduzione "con urgenza" di un registro dei nomi dei passeggeri (PNR). Preoccupato per la privacy dei cittadini, il Parlamento Europeo si è per anni opposto ad un PNR, ma due settimane fa ha aperto uno spiraglio.
