Sessantatré organizzazioni della società civile hanno invitato il Consiglio dei diritti umani delle Nazioni Unite a rafforzare la tutela della libertà di espressione e il diritto alla privacy online. ARTICLE 19 dice che gli Stati devono promuovere e facilitare l'accesso universale, equo, e a prezzi accessibili ad Internet veloce nel rispetto del principio di neutralità della rete. Il recente oscuramento di siti web in Egitto, Malesia, Pakistan, Turchia, Venezuela e Thailandia dimostra che la libertà in Internet richiede una protezione urgente.
