In a new report to the UN Human Rights Council, professor Dainius Pūras argues that "restrictions on the liberty of movement have emerged… as the default tool of social control to promote public safety, 'morals' and public health. [...] While… certain cases of imprisonment may always be justified, it is unacceptable that in the 21st century detention... continues to be regularly used for minor offenses and for addressing public-health issues." The report draws attention to mental health, tuberculosis, children's rights, women's rights (sexual and reproductive health) issues.
