Online platforms like Facebook and Twitter got a guideline on how and when they have to remove illegal contents like hate speech and terrorist propaganda. The European Commission adopted a non-binding legal text on 1 March following a strategy paper last autumn and a dialogue with the digital companies. According to Brussels sources, the guidelines are seen by the EU institutions as a last chance for internet companies to make self-regulation work in the field. The EC underlined that the recommendation contained safeguards for protecting freedom of speech.
