On the order of the Dutch Cabinet, the National Coordinator for Counterterrorism and Security is working on a legally binding list of preachers who are subject to visa requirements and pose a danger to the "national security, the public order and/or international relations." Those who are on the list will not get a visa to enter the Netherlands, and visas that have been issued already can be withdrawn. People can also end up on the list by preaching intolerance or turning against integration and democracy. Deviant ideas are not in themselves a reason to refuse someone access to the country.
