On September 23-25, the Committee of Ministers of the Council of Europe will consider whether to apply the enhanced supervision procedure to the case of L v Lithuania. The Court of Human Rights held in 2008 that Lithuania violated Article 8 (the right to respect for private life) of the Convention and obliged it to pass legislation on gender reassignment. Six years down the road, the requisite is still missing from the statute books - in fact, a draft bill seeking to completely prohibit gender reassignment in Lithuania had been registered with the Parliament.
