EU officials' ongoing discussions on the rule of law in Hungary and Poland have become mired in disagreement about procedure, drowning out debate on the substance of the accusations against the two governments. EU affairs ministers gathered in Brussels on 12 November to discuss the latest developments regarding the investigations against Poland and Hungary. The so-called Article 7 procedure was triggered by the EU Commission against Poland a year ago, and in September the European Parliament initiated the same procedure against Hungary.
