The anti-corruption body of the Council of Europe has warned Romania that planned changes to judicial laws and the criminal code would violate European anti-corruption laws. Romania's Parliament has approved a plan to create a new special prosecutor function to investigate offenses committed by magistrates, but a report released Wednesday by the Group of State against Corruption of the Council of Europe warns that this could easily be misused. The body also warned of the intimidating effect of another reform, a new offense of "abuse of judicial powers" with penalties of up to 7 years in jail.
