Police officers that abuse their power must be held to account. The only way to ensure this is to make them easily identifiable.
States have an obligation under the European Convention on Human Rights to put in place safeguards to protect people from torture and ill-treatment. The European Court of Human Rights has said that this requires that there should be the means to hold an effective investigation, capable of leading to the identification and, if appropriate, the punishment of those responsible.
