Il 22 ottobre il tribunale di Sofia ha emesso rifiuto all'estradizione del dissidente russo Nikolay Koblyakov, arrestato su mandato dell'Interpol il 29 luglio all'aeroporto di Sofia. Le autorità russe chiedevano la sua estradizione per via dei procedimenti contro di lui per frode. Koblyakov è il co-fondatore dell'organizzazione "Free Russia", che ha criticato il regime di Vladimir Putin. Nel frattempo, Koblyakov ha chiesto al presidente bulgaro asilo politico.
