Tra il 23 e il 25 settembre il Comitato dei Ministri del Consiglio d'Europa valuterà se applicare la procedura di supervisione potenziata al caso L v Lituania. La Cedu ha deliberato nel 2008 che la Lituania ha violato l'articolo 8 (il diritto al rispetto della vita privata) della Convenzione e l'ha obbligata ad approvare una legislazione sul cambio di sesso. Sono trascorsi sei anni e il requisito manca ancora nelle raccolte di leggi - anzi, una proposta di legge che ha cercato di proibire del tutto il cambio di sesso in Lituania è stata depositata in Parlamento.
