Lo status dei circa 2.9 milioni di cittadini UE che vivono nel Regno Unito dovrebbe essere una priorità per Theresa May secondo il Joint Committee on Human Rights, che la sollecita a raggiungere un accordo preliminare prima dei negoziati del prossimo anno. L'associazione ha promesso che ogni tentativo del governo britannico di espellere cittadini UE che vivono nel paese andrà incontro ad un "contenzioso lungo e costoso."
