"We don’t need more CIE. What we need is a plan of widespread reception with small numbers of people,” said Oliviero Forti, the immigration responsible of Caritas Italiana, with whom CILD has worked to reduce the number of centers for identification and expulsion (CIE). "We verified that they are costly, inefficient, and that they don’t accomplish the goal they were built for: to identify people and return them to their countries of origin." He also adds, however, that there has to be monitoring of those who take care of migrants.
