In the case Jeronovics v. Latvia, the Grand Chamber of the European Court of Human Rights (ECtHR) ruled against Latvia and turned to the unilateral declarations of the government, which are submitted to the ECtHR when a country admits to breaking the European Convention on Human Rights. The ECtHR is a supervisor of whether member states follow the regulations of the Convention. The judges decided that the damages the government paid were insufficient to compensate for breaching the Convention.
