A civil rights group is asking German authorities to issue an arrest warrant for the deputy director of the CIA because of her alleged complicity in the torture of terrorism suspects 15 years ago. The request, made in a legal brief by the nonprofit European Center for Constitutional and Human Rights, says Gina Haspel allowed the waterboarding of prisoners at a secret US detention center in Thailand. German federal prosecutors on Wednesday confirmed receipt of the complaint and said it was under review.
