German Chancellor Angela Merkel will soon unveil a new 16-point plan to increase deportations of failed asylum seekers. The plan gives authorities access to asylum seekers' phones and SIM cards to verify their identities and increases the amount paid to voluntary returnees. Immigration is a controversial topic in Germany, and the pressure on Merkel to act was ramped up after an asylum seeker carried out a lorry attack at a Berlin Christmas market in December. About 25,000 migrants were deported from Germany last year, while more than twice that left voluntarily.
