Lithuanian President Dalia Grybauskaitė has submitted to the Seimas (Parliament) legislative initiatives encouraging and expediting childcare in families and group homes, as well as adoption. At this time, there are about 10,000 children without parental care in Lithuania. Institutions receive several times greater funding than families and group homes—childcare institutions are allotted 45 million euros from state and municipal budgets annually. The president's initiative contributed to the "Country Without Orphanages" movement organized by Lithuanian NGOs.
