A draft law legalizing registered partnerships in Lithuania has been submitted to the Seimas (Parliament). The law would allow registered partnerships between both opposite-sex couples and homosexual couples. According to the head of the Lithuanian Gay League, this step will encourage debate about the rights of homosexuals living together; however, political scientists claim that debate is all this will likely amount to, since MPs aren't going to legalize this form of partnership. According to the ILGA-Europe ratings, Lithuania is still one of the most homophobic states in the EU.
