Although Human Rights Watch had urged Lithuania to become part of an international declaration urging a prohibition on the use of schools for war, the country is dragging its feet in signing the document. The Ministry of Defense claims to have discussed the initiative with public activists, but insists that Lithuania hadn't yet joined because its NATO allies have mixed feelings towards Safe Schools Declaration. According to HRW, this attitude is at odds with the promises given while at the UN Security Council.
