With the so-called Dublin regulation of the European Union, the Commission has proposed temporary measures to "bridge" the deadlock between member states over the key asylum reform. EU states may now volunteer their pledges on taking in asylum seekers up until an agreement is reached on Dublin. The reform turned into a frozen dossier between the member states that oppose the mandatory distribution of asylum seekers across the EU, and those that want solidarity in distribution. Last year the European Parliament voted in favour of an automated and mandatory system.
