Due to other political priorities, the European Commission (EC) postponed its publication of a strategy paper on communicating with EU citizens until the second half of 2019, the EC’s newly published working program for next year revealed. The policy paper 'Communication on how to make the Union more united, stronger and more democratic in communication terms' is planned as part of the EU’s attempts to boost legitimacy among citizens and better take into account their voices. A recent Eurobarometer poll showed that 46 percent of respondents said their voice did not count in the EU.
