Estonia holding the EU's rotating presidency has been pushing
the 28 member states to strengthen indiscriminate internet surveillance – a Council
of the European Union document leaked by
Statewatch shows. The document brings evidence that the Estonian’s believe
the best way to go is filtering uploads and by doing so cause even more harm for the EU’s
new copyright Directive then the EC’s original did. The text of the leaked
document suggests two options for each of the two most controversial proposals:
the so-called “link tax” or ancillary copyright and the upload filter.
