For years, Bulgaria has been criticized by human rights activists and international organizations for its inadequacy when it comes to children's rights and the juvenile justice system. The European Court of Human Rights has ruled several times against the Bulgarian state in cases brought by children who live in boarding schools. The bill be the subject of public discussion in the coming weeks.
