According to the 2014 map of LGBTI rights across Europe published by ILGA-EUROPE, Lithuania placed 33rd out of 49 (in 2013, it placed 31st). This means that in terms of safeguarding LGBTI rights Lithuania is closer to Russia and Azerbaijan (these countries placed last) than to Great Britain or Belgium (first and second, respectively). In 2013, the Lithuanian Seimas (Parliament) considered five draft laws that sought to limit the right to freedom of expression and right to family life of people who identified themselves as homosexual, and prohibit all sex reassignment surgery outright.
