This is the conclusion of the reports published by the European Commission on the Western Balkans Partners and Turkey and its annual enlargement package. Nevertheless, several EU member states, including France and Germany, are reserved in their enthusiasm for EU enlargement. They refer to ongoing problems with the rule of law, corruption and democracy in EU member states like Poland and Hungary.
