The Court paid special attention to the obligation to ensure the unity of family. This rule applies also in a situation when a State does not or cannot provide assistance in kind, and decides to grant financial aid. Practical obstacles, such as the overload of the reception system, do not justify refusal of support. In Saciri case, the Court relied, inter alia, on the provisions of the Charter of Fundamental Rights.
