Secondo la proposta, chiunque entra in Ungheria illegalmente - compreso chi fugge da paesi in guerra - sarà collocato nei campi governativi. Non potrà muoversi liberamente in Ungheria finché il proprio status non sarà definito, processo che il governo ammette potrebbe durare "mesi." Sono in molti a considerare l'ultima mossa del governo Orbán un effetto delle recenti elezioni americane e del crescente sostegno pubblico a politiche dure verso l'immigrazione.
