L'11 novembre il Consiglio d'Europa ha approvato la richiesta di vari stati membri di estendere i controlli alle frontiere interne. Austria, Danimarca, Germania, Norvegia e Svezia estenderanno i controlli per 3 mesi, come raccomandato dalla Commissione Europea a fine ottobre in risposta ai timori dei governi nazionali che i rifugiati in Italia e Grecia possano provare a raggiungere i loro paesi. I controlli alle frontiere sono attivi in tutti e 5 i paesi da maggio. Delle circa 3 milioni di persone controllate dalle autorità svedesi tra giugno e agosto soltanto a 640 è stato negato l'ingresso.
