La Procura Rumena ha dichiarato di aver individuato e messo in pratica una "strategia" per rispondere alle numerose denunce di violenza da parte della polizia presentate negli ultimi anni. Il primo ministro Dacian Cioloș stesso ha lodato la strategia in una risposta alle preoccupazioni espresse dal Commissario per i Diritti Umani del Consiglio d'Europa, Nils Muižnieks. Nel 2015 sono state presentate 828 denunce contro poliziotti, per abusi commessi in Romania, ma soltanto un caso è arrivato in tribunale.
