Il 6 aprile gli elettori dovranno esprimersi sulla seguente questione: "Sei favorevole o contrario alla legge che approva l'accordo di associazione tra UE e Ucraina?" Il testo del referendum è una questione delicata. Gli esperti ritengono che gli elettori possano essere influenzati dal modo in cui il quesito è stato formulato. Per stimolare il dibattito sul referendum, sono stati messi a disposizione due milioni di euro. Il promotore del referendum, GeenPeil, ha raccolto 427,939 firme valide. Il risultato del referendum sarà valido soltanto con un'affluenza minima del 30%.
