La Commissione Irlandese sui diritti Umani e l'Uguaglianza (IHERC) chiede un referendum sull'aborto per modificare le leggi "molto restrittive" in materia di salute sessuale e riproduttiva. L'IHERC ha dichiarato di condividere le raccomandazioni dei comitati ONU sul monitoraggio dei trattati secondo le quali lo Stato dovrebbe rivedere la sua cornice legale sull'aborto per assicurare che essa sia in linea con la normativa internazionale sui diritti umani. Secondo l'IHERC le norme vigenti hanno "un impatto decisamente più negativo sulle donne appartenenti alle classi sociali più basse."
