Il 25 giugno 2015 il Parlamento Lituano ha fatto un passo importante verso la tutela della libertà di parola abolendo la responsabilità penale per insulti a un terzo o a un pubblico ufficiale. Sarà ancora possibile difendere la propria dignità usando i mezzi previsti dalle norme civili o amministrative. Dal 2005 HRMI si batte per la depenalizzazione dell'insulto e della diffamazione, sottolineando l'insensatezza dei procedimenti penali contro i giornalisti. Purtroppo, il Parlamento non ha modificato la responsabilità per diffamazione - che è ancora punibile con la reclusione fino a due anni.
