La delegazione ha visitato varie città tedesche per realizzare lo studio e ha incontrato attivisti per i diritti umani e funzionari governativi. "Il ripetuto negare l'esistenza del profiling etnico da parte delle forze di polizia tedesche e la mancanza di un meccanismo di reclamo indipendente a livello federale e statale favoriscono l'impunità," ha dichiarato Ricardo Sunga, presidente del gruppo di lavoro di esperti sulle persone di origine africana.
