L'Ombudsman europeo Emily O'Reilly ha avviato un'inchiesta su quanto il Consiglio UE garantisca un dibattito pubblico sui progetti di legge. L'ombudsman ha posto 14 domande al Consiglio sulla messa a disposizione dei documenti che risultano dagli incontri tra gli stati membri nel rispetto degli standard di trasparenza internazionale dell'UE. Le domande includono quando e come le posizioni dei singoli stati membri sui disegni di legge sono registrate e come il Consiglio ha implementato una sentenza del 2013 della Corte di Giustizia UE sulla politica del Consiglio per l'accesso ai documenti.
