Gli "hotspot" istituiti per accogliere i migranti al loro arrivo sono sovraffollati e in pessime condizioni, e, nonostante la durata massima prevista di 72 ore, molti ci rimangono per oltre due mesi. La situazione è tale per cui gli "hotspot" di alcune città abbiano dovuto accogliere oltre 1,000 minori. Sono queste le situazioni più preoccupanti, perché i minori non ricevono un'assistenza adeguata e sostanzialmente sono lasciati a se stessi, sono potenzialmente a rischio e vulnerabili di cadere nelle mani dei trafficanti.
