La modifica alla Legge sulla Stampa interviene sulle autorizzazioni alle dichiarazioni della stampa. E' volta a implementare la sentenza della Corte EDU sul caso Wizerkaniuk v. Poland e introduce per legge un limite di tempo per la concessione dell'autorizzazione a pubblicare: 24 ore per i quotidiani e 3 giorni per le riviste. La proposta non affronta una questione chiave: ai sensi della legge, un giornalista può essere considerato legalmente responsabile qualora non riesca ad ottenere un'autorizzazione prima della pubblicazione di una dichiarazione pubblicata accurata e veritiera.
