Il 10 dicembre - Giornata Internazionale dei Diritti Umani - il Commissario per i Diritti Umani del Consiglio d'Europa, Nils Muižnieks, ha pubblicato una dichiarazione di avvertimento alle autorità spagnole, nella quale si afferma che l'emendamento in discussione che legalizzerebbe le espulsioni sommarie dalle enclavi di Ceuta e Melilla viola la Convenzione Europea sui Diritti Umani e la Convenzione sui Rifugiati. Nonostante tale avvertimento, il Parlamento spagnolo ha approvato l'emendamento. Rights International Spagna e altre ONG lavoreranno per impedire che l'emendamento entri in vigore.
