Il Partito Popolare spagnolo al governo introdurrà una modifica al disegno di legge sulla sicurezza pubblica per creare un "Archivio dei nomi dei passeggeri" (PNR), per fermare sospetti jihadisti all'ingresso in Spagna. La commissione libertà civili, giustizia e affari interni del Parlamento Europeo (LIBE) ha chiarito che la misura violerebbe i diritti civili dei passeggeri. La Spagna sostiene che il PNR sarebbe utilizzato per raccogliere informazioni su prenotazioni dei voli, anche on line o tramite agenzia, sui metodi di pagamento, ecc. Un PNR è al momento utilizzato da Stati Uniti e Canada
