I Difensori civici del Seimas (il Parlamento lituano) hanno ricevuto un numero record di denunce nel 2013. Una volta esaminate, quasi il 30% sono risultate fondate, venendo riscontrate violazioni dei diritti umani e/o abusi d'ufficio. La maggior parte delle denunce riguarda violazioni nelle carceri, la gran parte presso l'Ospedale penitenziario centrale (carcere di Lukiskes). L'Ufficio dei difensori civici del Seimas si occuperà anche della prevenzione della tortura dal 2014 e mira a diventare l'ente nazionale per i diritti umani, costituendo a questo scopo un Ufficio per i diritti umani.
