La legge crea maggiori opportunità per la cooperazione tra ONG e istituzioni statali, una pratica fino ad oggi frammentaria. Tuttavia rappresentanti delle ONG fanno notare come una sua trasparente attuazione potrebbe essere messa in pericolo dal progetto di legge sul Consiglio delle ONG attualmente in discussione, che non contiene norme chiare in merito alla procedura per formare il Consiglio.
