L'Unione Europea potrà sequestrare beni e imporre divieti di espatrio alle persone collegate a gruppi terroristici come Stato Islamico e al-Qaeda. Le sanzioni, approvate martedì, colpiscono cittadini UE e possono essere imposte anche a persone che non sono sulle liste nere ONU. Sono possibili sanzioni per attività di reclutamento o finanziamento di armi ai gruppi terroristici, tra le altre cose. In particolare, con le sanzioni si intende fermare chi vuole recarsi in Siria; Europol stima che oltre 5,000 cittadini UE hanno viaggiato in Siria negli ultimi anni per legarsi a gruppi terroristici.
