Dopo l'appello della European Network Against Racism (ENAR) al Ministro dell'Interno, il 6 ottobre la Polizia lituana ha modificato le disposizioni contenute nel suo programma operativo di lungo periodo per combattere il terrorismo. ENAR ha sollevato la questione dei controlli di massa delle identità effettuati dalla polizia nei confronti della comunità musulmana lituana, così come il fatto che il programma di intervento di prevenzione prende di mira "l'Islam radicale" più di tutte le altre religioni. Dopo queste modifiche, il programma sarà volto a combattere "l'estremismo violento."
