Le autorità rumene hanno a lungo negato l'esistenza di tale luogo, identificato nel rapporto sulle torture della CIA come "prigione segreta." Secondo Der Spiegel, Iliescu è il "secondo capo di stato a riconoscere l'esistenza di carceri segrete della CIA, dopo l'ex presidente polacco Kvasnievski." Un cittadino saudita ha denunciato alla CEDU la Romania e la Polonia per le torture subite in luoghi segreti di quei paesi tra il 2003 e il 2006.
