Il premio è destinato a chi mostra coraggio civico straordinario o impegno nel difendere i diritti umani. L'International League for Human Rights, che assegna il premio dal 1962, ha affermato che Snowden è stato scelto per la sua "decisione epocale di mettere in gioco la sua libertà personale" per rivelare "l'abuso di potere" esercitato da USA e Germania.
